Death:
As Pikachu does not die in his canon this version of Pikachu will have been killed in the final battle with Howard as Mewtwo after choosing to sacrifice himself for the survival of Tim Goodman and the safety of Ryme City. Instead of the revived Mewtwo saving him as he's falling as happens in canon, Pikachu/Harry will be understood to have plummeted to his death.
What are your plans for this character in-game?
Having died just before the end of the battle of Ryme City, Pikachu will now be robbed of the knowledge that he is, in fact, Harry Goodman. As such this will mean that Pikachu will continue to 'search for Harry' or at least to try and piece together the truth of what happened to him. This also means the amnesiac Pikachu will be forced to forge a new identity as the Pikachu he is. As he technically has no memories of being a Pikachu prior to the car crash (and he does not know he was actually human prior to the accident), he is figuring out much of what it means to even be a Pokemon despite the fact that he believes he's been one his entire life. This means struggling to comprehend his attacks, to survive on his own, to figure out his place in the world, etc and the premise of In the Night will pose very interesting challenges for his character where those issues are concerned. Not only will he have to find a way to come to terms with the events surrounding his death and not knowing if he ever did save Tim and Ryme city, his attacks also won't work properly. The light associated with his electric attacks will not work but the shock will. However he will be uncertain how much of that is himself being unable to properly use his abilities and how much is the world he now finds himself in. He will also struggle with the possibility that he might have betrayed Harry Goodman given his death also means that Mewtwo never got a chance to clarify for Pikachu the circumstances surrounding the lab explosion. This will mean Pikachu has to overcome a lot of emotional obstacles in order to form bonds here in this afterlife that, due to its ominous nature, practically requires people to work together.
What aspects of this game and/or its setting are you most interested in having this character engage with?
The darkness. I am excited about the challenges the darkness would pose for an electric Pokemon used to having the ability to create light.
How does your character generally get along with other people?
Generally Pikachu is an outgoing creature, a result of the fact that generally he is greeted with 'aw' and 'oh how cute!' . However, given the recent circumstances, he is wary of letting people get close to him. The vision he saw at the ruins of the lab have convinced him of the fact that he only has the ability to betray and to harm, but this has come into question now that he saw the location of the car crash and realized that Howard's version of events could not be accurate. He does not feel wholly absolved of his guilt but he does feel conflicted.
What is your character's mental state upon entering the game?
Upon initial arrival Pikachu is oddly at peace with his fate. He had made a choice to put himself at risk to save Rime City and to protect Tim and that choice had also come with the acknowledgement of what would likely happen to him as a result. However as things begin to progress in game, Pikachu's sense of acceptance will ebb away into confusion, a touch of fear, and an overwhelming urge to investigate.
Skills/Abilities:
Aside from his world-class detective skills, Pikachu is endowed with the shockingget itabilities unique to his electric rodent species. In canon we specifically see him utilize volt tackle and attempt to use thunderbolt as well as see him inadvertently shock Tim. As a Pikachu it can also be assumed he is gifted with speed as 'quick attack' and 'agility' are among the most classic attacks associated with Pikachus.
Flaws/Weaknesses:
Well for starters, Pikachu has amnesia and this leads to a plethora of problems. He's only just started figuring out how to use his powers and they work erratically at best. Secondly, Pikachu by design is a small and fluffy creature, so anything larger than him with ill intent is going to be a threat. Thirdly, Pikachu is a master of making bad decisions, whether it is challenging the wrong enemy or sneaking into places he shouldn't be, his sense of self-preservation sometimes is late on the uptake. To amplify this, he has a big mouth, often speaking exactly as he thinks and then regretting it afterwards. He also suffers from an overwhelming addiction to coffee, which, if not constantly indulged, makes him antsy.
Personality:
Pikachu's personality is a bit of a disconnect from his appearance. Outwardly he is small, chipper, fuzzy, and adorable, however in reality Pikachu is a troublemaking, loudmouthed, film-Noir inspired self-proclaimed 'World Class Detective'. He drinks coffee to the point of an actual problem and is easily riled, often trying to start fights where unnecessary (and where highly unadvisable.) He's used to having to solve problems on his own due to the fact that, at least until the arrival of Tim, humans don't understand what he's trying to tell them. However, due to his size and the fact that he can't remember how to use his abilities, this often means having to get creative. He is seen trying to defend himself with a kitchen knife and utilizing trash chutes and vents to sneak around places, etc.
However, while Pikachu has a tendency to be somewhat obnoxious and combative, he is extremely motivated and loyal to the bitter end, although at this point he does not recognize himself as the latter. emotional, inclined to becoming deeply attached to his friends and feeling strongly about the perversion of what's fair and just. Although he doesn't realize it is carryover from his existence as Harry Goodman, Pikachu feels a need to be a protector. He is inclined to put himself in harms way for the safety of his team rather than save himself and this is what will ultimately lead to his death at Ryme City, sacrificing himself so that Tim Goodman may have the opening he needs to stop Howard.
The other side of this protector drive is a deep despair whenever he feels he has failed or betrayed a friend. An example of this is after Mewtwo shares part of his memories from the lab disaster and Pikachu is so horrified by the prospect that he may have betrayed Harry, and in turn might have the capability of betraying Tim, that he forcibly removes himself from the situation and from Tim's presence, proclaiming that he is only good at hurting people.
Items: Pikachu is arriving in Beacon equipped with (1) tiny detective hat.

It was ok.
The last thing he remembers before waking up in the dark was that it was ok. Not that it was good. Not that he was happy. But that it was ok. He had, in the moment he had tricked Howard, accepted what the likely outcome of that choice would be and if that had meant that Ryme City might be saved and, more importantly, if that had meant that Tim might be saved, then whatever happened to him was ok. It was an acceptable trade. Collateral damage he could live with, or...well....maybe 'live with' isn't the best choice of words right now.
But maybe in some way all of this could pay back a small part of what he owes Harry.
Pikachu doesn't have much time to dwell on this, however, as the fog horn bellows again in the distance and with it comes the delayed realization that a fog horn is not something he'd have expected in death. Not that he could have said with any certain what death should be like having not experienced it prior to this moment but still. Fog horns don't exactly scream 'afterlife' do they? Nor does the sound of splashing water.
His nose twitches and an ear flicks in uncertainty before he finally rolls off his side and onto all fours. He sniffs again. Water. Wood. Those smells coupled with the creaking of wood planks and the shuddering of the boat's movement over the backdrop of more splashes form a picture. And from that picture he can discern this much: he's on a boat. Somehow. Somewhere. Pikachu takes a few timid steps forward into the darkness, starting, stopping, hanging close to what nearby walls he can find in the pitch of night, and then sneaking forward again another few steps.
"Hey, Tim?" He tries on the off chance that perhaps he hadn't died, though the lack of conviction in his voice is a dead giveaway that he's not placing any bets on that one.
"...Tim?"
No answer.
What sort of after life is this?
